The Global Fund is a 2Ist-century partnership organization designed to accelerate the end of AIDS, tuberculosis and malaria as epidemics. Founded in 2002, the Global Fund is a partnership between governments, civil society, the private sector and people affected by the diseases. The Global Fund raises and invests nearly USS4 billion a year to support programs run by local experts in countries and communities most in need. Since 2003, the Global Fund has invested more than 1.4 billion dollars in the fight against AIDS, TB and Malaria in Nigeria. FHI360 is collaborating withAHNI on Global Fund project management and we are currently seeking qualified candidates for the positions below:  
 
Senior Program Officer as a member of the State Management Team, working with the State Program Advisor (SPA) and in coordination with his counterpart in SACA/SASCP, the SPO provides coordination, monitoring and reporting of all Global Fund activities in the assigned state. 
 
Minimum Recruitment Standards:  
• BS/BA in public health, business administration, health sciences, behavioral sciences or its recognized equivalent with 7 9 years of relevant experience with international development programs. 
• Or MS/MA degree in public health, business administration, health sciences, behavioral sciences or its recognized equivalent with 5 7 years relevant experience with international development programs. 
• Demonstrated success in multicultural environments is required. 
• Familiarity with Nigerian public sector health systems and NGOs and CBO is highly desirable. 
 
 
Senior Technical Officer-M&E  under the supervision of the State Program Advisor and relevant technical leads, and with technical oversight from the Senior Technical Adv isor-M&E, Senior Technical Officer-M&E will be responsible for the implementation of monitoring and evaluation activities for the state offices. S/He will work with the State Agency for the Control of AIDS (SACA) and State AIDS and STIs Control Program (SASCP) M&E focal persons, others in the state office and local implementing partners to ensure that the state monitoring and evaluation activities are appropriate and meet the host government, donor and project's M&E needs. 
 
Minimum Recruitment Standards: 
• MB.BS/MD/PHD or similar degree with 5 to 7 years relevant experience in monitoring and evaluation; with a sound understanding of HIV/AIDS programming. 
• Or MPH or MS/MA in relevant degree with 5 to 7 years relevant experience in monitoring and evaluation; sound understanding of HIV/AIDS and provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings. 
• Or BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 7 to 9 years relevant experience in monitoring and evaluation; sound understanding of HIV/AIDS and provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings. 
• Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable. 
 
 
Senior Technical Officer-Clinical Services under the supervision of the State Program Advisor and technical oversight from Senior Technical Advisor PCT, the Senior Technical Officer (Clinical Services) will provide technical and programmatic support to his/her counterparts within SACA, SASCP and Sub-Recipient (SRs) in implementing high quality treatment, care and support activities with primary focus on clinical management of HIV/AIDS, Prevention of Mother to Child Transmission of HIV/AIDS, TB/HIV integration and integrated medical services at the state level. The ideal candidate will be skilled in supporting the translation of standards of care into service delivery 
 
Minimum Recruitment Standards:  
• MB.BS/MD/PHD or relevant additional training and a minimum of 5-7 years relevant experience in ART, PMTCT, TB or HIV/AIDS care and support programming.

Senior Technical Officer-Pharmacy under the supervision of the State Program Advisor, the Senior Technical Officer (Pharmacy) will provide technical and programmatic support to his/her counterparts within SACA, SASCP and SRs in implementing high quality treatment, care and support activities with primary focus on quality pharmaceutical services to clients. 
 
Minimum Recruitment Standards:  
• PHD, MPH or MS/MA in Logistics, Pharmacy or relevant degree with at least 5- 7 years post national youth service experience with at least 1 year experience in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution and LMIS. 
• Or BS/BA in Logistics, Pharmacy, or relevant field with 7 to 9 years post national youth service experience managing a PSM cycle, including rational health commodities selection, forecasting /quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS. 
• Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable. 
• Demonstrated success in multicultural environments is an advantage. 
 
 
Senior Technical Officer-Laboratory Services under the supervision of the State Program Advisor and technical guidance from Senior Technical Advisor Laboratory Services, the Senior Technical Officer-Laboratory Services will provide technical support in implementing high quality laboratory services, including building capacity of health facility (laboratory) staff to combat HIV, TB, malaria and other infectious diseases. The Senior Technical Officer-Laboratory Services will also coordinate with his/her counterparts within SACA, SASCP and SRs, to ensure sustainable transfer of knowledge and skills towards laboratory quality standardization and accreditation. 
 
Minimum Recruitment Standards:  
• BSc in Laboratory sciences or related field with 7-9 years post national youth service experience and a minimum of 3 years' experience in provision of laboratory support for HIV/AIDS. 
• Or PHD/ Master's degree in Laboratory sciences or related field with 5-7 years post national youth service experience and a minimum of 3 years' experience in provision of laboratory support for HIV/AIDS. 
• Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred. 
• Certification of license to practice as a medical laboratory scientist is required. 
• Experience in Laboratory TB services is an advantage. 
• Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable. 
 
Database Officer under the supervision of the Senior Technical Officer M&E, the Database Officer will be responsible for the day to day operations of data processing. S/he will be responsible for the planning, maintenance and development of all databases. S/He will be responsible for designing and creating special products, including maps, digital data, reports and statistics. The Database Officer will support his/her counterpart within SACA/SASCP to enter, analyze and share information required for decision making at the state level. They will also ensure timely and complete reporting of data. 
 
Minimum Recruitment Standards:  
• BS/BA degree in Engineering, Information Technology, Computer Science or its recognized equivalent with 5 7 years post national youth service relevant experience. 
• Or MS/MA Engineering, Information Technology, Computer Science or its recognized equivalent, and 3 5 years post national youth service relevant experience. Strong background in geospatial and health information systems (GIS) and/or database management is required. 
• Demonstrated success in multicultural environments is an advantage. 
 
Finance & Administrative Officer: Under the direction of the Senior Finance and Administrative Officer, the Finance & Administrative Officer will be responsible for the provision of core administrative and logistical services within the project. 
 
Minimum Recruitment Standards: 
• University degree, recognized equivalent or I-IND in accounting, Finance and Business Administration or its recognized equivalent. 
• CPA. ACA, ICAN or recognized equivalent 
• Minimum of 5 years' experience in accounting related to NGOs and community level programs, with increasing responsibility. 
• Familiarity with administrative and secretarial skills is an advantage. 
• Experience with large complex organization preferred. 
 
Finance & Administrative Assistant: Under the direction of the Senior Finance and Administrative Office, the Finance andAdministrative Assistant will be responsible for supporting activities in the provision of accounting, administrative, and logistical support services in the state office. 
 
Minimum Recruitment Standards: 
• University degree in Accounting, Finance or Business administration or its recognized equivalent 
• At least 1 year experience in administrative, financial and secretarial skills 
• Sound accounting skills 
• Experience with large complex organization is required, familiarity with international NGOs preferred 
• Demonstrated success in multicultural environments is an advantage. 
 
Technical Officer-Logistics under the supervision of the Senior Technical Officer Logistics based in Abuja, the Technical Officer-Logistics will provide day-to-day technical support to the state Logistics Management Coordination Unit (LMCU) in the performance of their duties. Where feasible, the TO Logistics will be physically co-located within the LMCU structure, to enhance south-south capacity building and support.The TO logistics will in addition to other work, support the LMCU in the collation and reporting of logistics information generated from the health facilities. S/he will also provide technical support to the state's efforts to strengthen the procurement and supply chain management system of health commodities using evidence based data from the logistics management information system, to reduce stock-outs, lower costs and eliminate wastage. S/he will also coordinate the relevant health commodities distribution activities within the state to ensure constant availability of products. 
 
Minimum Recruitment Standards: 
• MPH or MS/MA in relevant degree with at least 3- 5 years post national youth service experience with at least 1 year experience in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS. 
 
• Or B PharM, BS/BA in Logistics, Pharmacy, Medical Laboratory Science, Microbiology, Biochemistry, or any relevant field with 5 to 7 years post national youth service experience managing a PSM cycle, including rational health commodities selection, forecasting /quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS. 
 
• Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable. 
 
Driver: Under the direction of the Senior Finance and Administrative Officer, the driver shall provide a variety of transportation support to the proj ect. 
 
Minimum Recruitment Standards: 
• Secondary school leaving certificates, apprentice certificate or any other equivalent certificates with a minimum of 1 year experience. 
• Must have a trade test certificate and a vat id driving license. 
• Must have expert knowledge of driving rules and regulations. 
• Experience as a driver mechanic will be an added advantage. 
• Experience with large complex organization preferred
